"Penalty kicks are purely a show for television because they increase the audience numbers. But it is a lottery, and for the players, a tragedy," said Joseph Blatter, president of FIFA (Federation Internationale de Football Association) on 08/03/2014.

"I want another solution," added Joseph Blatter at a conference on the social role of football held in Mönchengladbach (GER).

"When it goes to penalty kicks football loses its essence," said Joseph Blatter on 25/05/2012, six days after the victory of Chelsea (ENG) in the final of the Champions League against Bayern Munich (GER), after the game ended in penalty kicks (1-1, 4-3).

"Perhaps Franz Beckenbauer with his football 2014 group can show us a solution perhaps not today but in the future," added the FIFA president.

The International Football Association Board, the body that governs the laws of the game, established in 1993 the "golden goal": in case of a draw at the end of the match, the game continued until a goal was scored. This rule was abolished on 27/02/2004.
