"I have not given up on B league", said Greg Dyke, the chairman of the FA (Football Association), at a hearing before the British parliament's Culture, Media and Sport Committee on 22/07/2014.

The federation had suggested on 08/05/2014 the creation of a League Three (5th division) composed of ten reserve teams from the big clubs in the Premier League and as well as 10 clubs playing in Conference (5th current division). 19 out of the 25 B-team players would have to be under 21 years old, and 20 of them would be from the European Union. Football League, which manages the second, third and fourth professional league divisions, rejected this proposal on 06/06/2014.

"In England, there is a blockage. 70% of the players in Premier League are foreign, and 50% in Championship [second English division], and that number goes up every year," said Dyke. "If you look at the Germany team, which just won the World Cup, all but two of that squad played in B teams".
