FIGC inspectors have closed the investigation into the suspicious capital gains (considered "partially or totally fictitious") of several Italian clubs after the intervention of the Covisoc (Commissione di Vigilanza sulle Società di Calcio Professionistiche / Supervisory Commission for professional football clubs), according to the Italian daily La Stampa on 24/02/2022.
11 Italian clubs were targeted by the investigation, including five in the Serie A TIM: Juventus FC, SSC Napoli, Genoa CFC, UC Sampdoria and Empoli FC. The investigation - independent of that of the Italian Justice - concerns the 2019-2021 period.
Between 31/03/2019 and 31/03/2021, Juventus FC is said to have posted - via Andrea Agnelli, president of the club and several members of the board of directors - "€60.3m in fictitious capital gains" from 32 transfers, claimed La Stampa.
For SSC Napoli, the sum of fictitious capital gains is said to be €19.3m, for Genoa €12.5m and for Sampdoria €11.1m.
• I continue to reiterate that the concept of capital gains is fundamental in the market economy. The issue is to understand the way in which certain capital gains are valued."
"We have a duty to find a way to eliminate this problem”
• "If there are objective elements that cause a deviation from the normal management of budgetary operations, it is right that these should be pursued. We must be careful: basing ourselves solely on assumptions is a very slippery slope.
• We have a duty to find a way to eliminate this problem. The only way is not to find objective elements, but to understand how to possibly exclude capital gains from overall evaluations within criteria that concern our national licences."
