Italy: Parliament passes a new law on security and public order during matches

A new security and public order law during matches, which includes the contribution of clubs for police costs outside the stadiums, strengthening the denial of access and stadium bans, and the possible use of tasers by law enforcement was approved by the Italian House Chamber on 09/10/2014.

The draft law was adopted with 289 votes in favor, 144 against and 2 abstentions. It must now be considered by the Italian Senate by 21/10/2014.

Tax of 1 to 3% on the price of tickets to share in the cost of security outside the stadiums

  • The Italian government wants football clubs pay a "special contribution" to contribute to the costs incurred by the state to provide police and security outside the stadiums.
  • This tax, between 1 and 3% of the ticket price, could allow the state to collect €4m.
  • Other contributions, from the professional clubs, may be added and/or substituted to cover state police costs, including a 2% tax on media rights, which could bring in €20m.
  • The total cost of the public security costs during football matches is estimated at €25m to the state.
