FIFA: legal experts review the Garcia report, conclude "no need" to revoke 2018 and 2022 World Cups

Two international legal experts -- Martin Nolte, professor for sports law at the University for Sport in Köln (GER) and Anton Heini, professor emeritus for civil law at the University of Zurich (SUI) -- have reviewed the the enquiry into the bidding for the 2018 (Russia) and 2022 (Qatar) World Cups prepared by Michael J. Garcia, former chairman of the Investigatory Chamber of the FIFA (Fédération Internationale de Football Association) Ethics Committee, and concluded the "the members of the FIFA Executive Committee have no need to revoke the decisions of 2 December 2010 (date the two World Cups were awarded)," according to the Zurich-based newspaper Handelzeitung on 14/01/2015.

Additionally, cancellation or re-visiting the awarding of the 2018 and 2002 World Cups "could trigger liability and damages lawsuits," indicated Anton Heini.

The Garcia report will be published "in an appropriate form" (Joseph Blatter, FIFA)
