"At the 64th FIFA Congress in São Paolo (BRA) on 11/06/2014, the new regulations on working with intermediaries were endorsed. The new regulations, which will come into force on 01/04/2015, supercedes the previous regulations on players' agents, in force since 01/01/2008, and abandons the (agent) licensing system developed patiently over many years," states Joëlle Monlouis, a specialist in business law and sports law, in an analysis for News Tank on 18/03/2015.

"FIFA considers it essential to protect players and clubs against any involvement in illegal and/or unethical practices in the context of the conclusion of transfers and binding employment contract agreements between clubs and players," stated the international regulatory body during its introduction of the new regulations.

FIFA's stated objective: "to enable effective control and greater transparency in player transfers."

However, how the new FIFA regulations on "intermediaries" will coincide with the legal systems of individual countries is not clear. "In France, the Sports Code provides that the actions of a sports agents…
