FIFA: two-thirds of voters necessary in the first round, simple majority of votes in the second

"For the election of the President, two-thirds of the votes of the Members present and eligible to vote are necessary in the first ballot. In the second and any other requisite ballot, a simple majority (more than 50%) of the valid votes cast is sufficient," states Article 27, Paragraph 3 of the FIFA Statutes, regarding the election of the president of the international federation.

Two candidates are running for the 209 votes of the presidents of national federations, on 29/05/2015:
• Joseph Blatter (SUI), 79 years old, FIFA president since 1998, re-elected in 2002, 2007 and 2011.
• (Prince) Ali Bin Al Hussein (JOR), 39 years old, president of the Jordanian Federation and a FIFA vice-president
• Michael van Praag (NED) and Luis Figo (POR) gave up their candidacies on 21/05/2015.

The 209 national federations members of FIFA are all present in Zurich for the 65th Congress, and all are eligible to vote. Therefore, a candidate should need -- assuming no abstentions and all 209 votes are cast -- 140 votes (two-thirds of the votes) to be elected in the first round. A candidate only needs…
