"The FIFA Executive Committee has today unanimously approved a set of proposals from the 2016 FIFA Reform Committee to pave the way for significant and much-needed changes to FIFA’s governance structure. The recommendations will be put before the Congress as proposed statutory changes for approval at its extraordinary session in Zurich on 26 February," said the Swiss François Carrard, chairman of FIFA 2016 Reform Committee, on 03/12/2015.

The report, to be submitted to a vote by the FIFA Congress on 02/26/2016, provides for the establishment, in lieu of an Executive Committee of FIFA, a 36-member FIFA Council (including at least six women) with a president who will be an "ambassador" for FIFA. Each member may not serve more than three terms of four years. The management functions -- separate from the "political" functions of the FIFA Council -- will be placed under the responsibility of the Secretary General, who will in fact be the CEO of FIFA.

The report also envisions increasing the number of participating teams in the World Cup from 32 to 40.
