The CAF and the AFC have signed a Memorandum of Understanding which aims to "strengthen cooperation between the two confederations and provide a framework for exchanges on competitions and formation", during a ceremony in Kigali (Rwanda), on 15/01/2016.

The protocol, signed by Issa Hayatou, CAF president and acting president of FIFA, and Salman bin Ebrahim Al Khalifa, AFC president and candidate for FIFA president, is for a four-year term and renewable. It originally included a confidentiality clause, preventing the two confederations from revealing the terms of the agreement.

The protocol was finally released by CAF and the AFC, "in the interests of transparency", following the protests of Ali Bin Al Hussein, a candidate for FIFA president of, which questioned the timing of the signing of this protocol, which "looks like a blatant attempt to orchestrate a block vote" in the elections for the presidency of FIFA.
