"By 2018, FIFA will have zero reserves left if today's status quo remains unchanged, and if there continues to be a substantial lack of income from TV and marketing rights sales. The fact is that we are looking at a massive loss. No serious person with a minimum of financial knowledge can nor should disregard these facts," said Sheikh Salman (Bahrain), AFC president and candidate for the presidency of FIFA, on 29/01/2016. These statements echo the promises of increased grants to national federations made by Gianni Infantino (Italy-Switzerland), UEFA secretary general and also a candidate for the presidency of FIFA (see below).

"The new proposals by some candidates would increase expenses by over $1bn over four years; add to that accrued annual losses in the tens of millions," said Sheikh Salman on the website Inside World Football on 29/01/2016. FIFA registered losses of €92.2m in 2015.

Sheikh Salman, 49 years old, said in his manifesto that if elected FIFA president, he would hold the role of a "non-executive chairman" and would not receive a salary. He also proposed to split FIFA…
