"It is imperative to ensure that smaller teams can continue to compete in the big league, and that we keep the dream alive for all," said UEFA president Aleksander Ceferin at the 13th Extraordinary Congress in Geneva (SUI) on 20/09/2017.

Aleksander Ceferin said that the competitive balance in football must be guaranteed to protect "the magic of the game". "Every effort must be made to keep the gap between big and small teams in European football from becoming insurmountable", stated UEFA.

"This is what makes football so special; this is the magic of football. We must protect it before it's too late, but we have to be allowed to do so," said the UEFA president in front of the leaders of the 55 national federations which are part of the European confederation.
