"The IFAB were encouraged by the positive and thorough results of the VAR experiment and agreed that a proposal to ensure consistency in using VAR would be made for approval at The 132nd IFAB Annual General Meeting (AGM) in Zurich (SUI) on 03/03/2018," indicated FIFA on 23/01/2018, the day after the 132nd Annual Business Meeting of the IFAB in Zurich on 22/01/2018.

The main point of this meeting, chaired by FIFA deputy secretary general Zvonimir Boban (CRO), was the experimentation of video assistant refereeing systems in more than 20 competitions around the world in the last two years, involving the use of video assistants in more than 800 official matches, says the international federation (results detailed below).

The IFAB Business Meeting also addressed "a detailed report on the two-year experiment of allowing an additional substitution in extra time, which has been conducted in various competitions around the world, and proposed changes to the Laws of the Game for 2018-19," said FIFA.
