Proposal 1: enhancing security and social civility by combining firmness and dialogue

The commission wishes to combine firmness and dialogue to place "football and its manifestations within the rules of civic life," said the report "Towards a sustainable model of French football", submitted by Jean Glavany, chairman of the Commission, to Valérie Fourneyron, Minister of Sports, Youth, Popular Education and Community Life, on 29/01/2014.

The report recommends using the full jurisdiction of the law to permanently remove from the stadiums persons who seriously undermine the safety of sporting events and public order. The report also wants to strictly regulate the movement of persons likely to cause serious disturbances of public order and improve the reception conditions of different audiences in all sport arenas.

Finally, the Glavany commission proposes to more firmly connect supporters with their approved associations for the prevention of violence.
