Consolidating the role and place of the DNCG (National Directorate of Management Control) and simplifying the chain of appeals for sport disputes are the central tenets of the third proposal of the report "Towards a sustainable model of French football", submitted by Jean Glavany, chairman of the Commission, to Valérie Fourneyron, Minister of Sports, Youth, Popular Education and Community Life, on 29/01/2014.

The Committee does not wish to extend the scope of responsibilities of the DNCG to include the application of UEFA's Financial Fair Play in the French championship. "The DNCG exercises a priori control with immediate and preventive effects, however Financial Fair Play will require subsequent a posteriori management and effects more controlled over time," stated the report.
