Proposal 4: strengthen transfer market regulation and supervision of agents

"Establishing a clearing house for transfer transactions and reforming methods of remuneration of sports agents" is the fourth proposal of the report "Towards a sustainable model of French football", submitted by Jean Glavany, chairman of the Commission, to Valérie Fourneyron, Minister of Sports, Youth, Popular Education and Community Life, on 29/01/2014.

The Glavany commission justifies this recommendation because the current system "poses a risk to professional football: money laundering risks due to the opacity of the transactions, risks of tax and social security fraud, legal risks associated with contractual instability due to incentive to seek the maximum transfer amount, weakening equity and sports ethics."
