Proposal 5: a European initiative for better regulation of professional sport

Regulating the professional sport at the EU level is the fifth proposal of the report "Towards a sustainable model of French football", submitted by Jean Glavany, chairman of the Commission, to Valérie Fourneyron, Minister of Sports, Youth, Popular Education and Community Life, on 29/01/2014.

"France has introduced legislation to protect the sport from certain trends. (...) This pioneering role, widely praised, including at the European level, should be continued in force," said the Glavany commission. It proposes to set up a European-wide DNCG (National Directorate of Management Control), to update the 2001 pool agreement between the European Commission, UEFA and FIFA for the regulation of the transfer market, to prohibit third party ownership of players at European level and ratify a European sports charter.

The report suggests the establishment of a national support unit between the main actors (parliament, government, the football authorities) to coordinate strategies to promote this issue.
