"Football stakeholders are free to reduce the number of transfer windows per season or to modify the rules underpinning the current windows, provided the resulting system is in line with EU rules on free movement of workers and on competition," said Androulla Vassiliou, the European commissioner for Education, Culture, Multilingualism and Youth, to NTF on 12/02/2014.

Sport is also among the office's responsibilities to the European Commission. "At the same time, if (the transfer market is) not strictly regulated, it can be seen as a threat to the equity of competitions. You can finish a football season with a team looking completely different from the one which started the season!" said Vassiliou, in an interview regarding transfer reform, relations between the EU (European Union), FIFA (Fédération Internationale de Football Association) and UEFA (Union of European Football Associations) and the highlights of her 2014 agenda.
