"The aim of these (Safety and Security Regulations) is to make the match organiser and participating associations or clubs aware of their duties and responsibilities before, during and after a match to ensure a safe, secure and welcoming environment for everyone present," states UEFA in Article 2 of the UEFA Safety and Security Regulations 2019, which came into effect on 15/06/2019.

"These regulations were adopted by the UEFA Executive Committee at its meeting on 29/05/2019. They replace the 2006 UEFA Safety and Security Regulations," said the European body.

The Safety and Security Regulations "apply whenever expressly referred to by specific regulations governing a competition to be played under the auspices of UEFA. Such regulations may contain further requirements that add to or supersede the provisions of these regulations," according to Article 1 of the Regulations.
