According to Thomas Bennett, doctor of law and senior lecturer at the City University of London (City Law School), "Widespread discontent from football fans with VAR reviews in recent Premier League matches, stems from the International Football Association Board's (IFAB) failure to explain what 'clear and obvious' is supposed to mean," said the University on 11/12/2019.

"The IFAB's laws do not explain what is meant by 'clear and obvious'. No examples are given. We are, for example, left to wonder whether there is a difference between a 'clear' error and an 'obvious' one," explained the City Law School lecturer.

"IFAB could improve upon the laws of the game governing VAR if it clarified two things:
• First, what is the difference (if any) between errors that are 'clear' and errors that are 'obvious'? 
• Second, which of the two interpretations adopted by the Premier League - the objective and subjective versions - is the appropriate interpretation of the rule?" added Thomas Bennett, who provided his analysis and answered questions from News Tank Football.
