Covid-19/Spain: RFEF proposes 1-match playoffs and no relegations in the 3^rd and 4^th divisions

An express promotion mechanism, via playoffs over a single match, in order to guarantee the number of promotions planned at the start of the season, and no relegations, these are the proposals for non-professional Spanish football put forward by Luis Rubiales, president of the RFEF, in a letter sent to the 19 Spanish regional federations on 14/04/2020.

These proposals would apply to the Segunda B (third tier of Spanish football, 4 groups), the Tercera (fourth tier, 18 groups), national women's football and futsal competitions, as well as all national youth competitions.

These exceptional formats are the result of a meeting between the Spanish Federation and the Spanish Sports Council (Consejo Superior de Deportes, CSD) held on 14/04/2020, as well as an internal analysis carried out by the Real Federacion Espanola de Futbol on the immediate future of national football. During the RFEF-CSD meeting "the need to establish a legal, social and economic framework capable of protecting both Spanish clubs and their licensees," was stressed.
