"Our ambition to build one of the best and most competitive European Football clubs will not be undermined by these measures," said Paris Saint-Germain president Nasser Al-Khelaïfi on 16/05/2014 after the publication, on the same day, of the settlement agreement between Paris SG and the CFCB (Club Financial Control Body of UEFA) Investigatory Chamber, which is responsible for verifying the application of the financial fair play rules of UEFA (Union of European Football Associations).

The main terms of the agreement are: a €60m fine (of which €20 is firm), a limit of 21 (instead of 25) in the number of players that can be played in Europe Cup, a maximum deficit of €30m for 2014-15 and no deficit for 2015-16, and a "considerable" restriction on transfer expenditures.

The CFCB emphasised that it had "significantly lowered the value of the contract between Paris SG and Qatar Tourism Authority." This image-rights contract with the Qatari Office of Tourism, estimated at an annual €200m, represented almost half of the club's budget (€430m).
