IFAB: Advisory Panels in favour of an additional substitute in the case of a potential concussion

The IFAB's Football and Technical Advisory Panels held their ninth meeting, organised by videoconference, to discuss the possibility of providing additional substitutes when a player suffers a concussion, on 23/11/2020.

Both panels "agreed that the main proposed principles of an additional permanent substitution submitted by the Concussion Expert Group be explored further and that more clarification on the handball Law be requested," said the International Football Association Board.

The advisory panels would like testing to begin as soon as possible and proposed that the IFAB approve them at its annual business meeting on 16/12/2020, at which the agenda for the annual general meeting on 06/03/2021 will be set.

In this meeting chaired by Jonathan Ford, director of IFAB and the Welsh Football Association, the two IFAB advisory groups also discussed the offside rule, coming to the conclusion that any possible change should apply to all levels of football.
