"Three levels of professionalism are no longer sustainable. I have proposed a merger between the Serie B and Serie C from 2024-25 in order to achieve better conditions for the sustainability of the system. It is time for change to give Italian football a long-term perspective," said Gabriele Gravina, president of the Italian Football Federation (FIGC), following a federal council meeting on 27/07/2021.

"A Serie A with 18 or 20 teams? Talking about numbers does not fascinate me. Our system is going through one of its profound crises and the difficulties it is experiencing are putting a strain on several sectors linked to the football industry. The reform of the championships does not only foresee a change of format. We are talking about a real revolution with an impact on the sustainability and stability of the system," said the FIGC president.

The FIGC will organise an extraordinary assembly by the end of November 2021 in order to amend the Italian Federation's statutes and launch the multi-year project, with the creation of a "Serie C Elite" and a "Serie D Elite" in 2022-23.
