A new regulation on player loans will enter into force on 01/07/2022 (subject to approval by the FIFA Council), in accordance with the decision taken in 2021 by the Football Stakeholders Committee, announced the International Federation on 20/01/2022.

"The introduction of a new regulatory framework for player loans is another important step in the context of the wider reform of the transfer system, the process of which began in 2017. Initially planned to start in July 2020, the implementation of the new rules had to be delayed as a consequence of the Covid-19 pandemic," explained FIFA.

This reform has three objectives:
• Developing young players
• Promoting competitive balance
• Preventing the hoarding of players

"To ensure that these objectives are achieved, the new regulatory framework will include:
• The requirement of a written agreement defining the terms of the loan, in particular its duration and financial conditions
• A minimum loan duration, being the interval between two registration periods, and a maximum loan duration, being one year
