Qatar 2022: draft law for a France-Qatar security partnership at the World Cup

"The approval of the agreement between the government of the French Republic and the government of the State of Qatar establishing a partnership relating to the security of the 2022 Football World Cup, signed in Doha on 05/03/2021, is authorised," is the text of the sole article of the bill which is to be debated in a public session in the Senate (upper house of the French Parliament), on 15/02/2022.

"This intergovernmental agreement (a preamble + 15 articles) is intended to enable the establishment of a bilateral partnership designed to ensure the security of the international event," states the explanatory memorandum.

"Once its national approval procedures are completed, the agreement will be the first legally binding instrument concluded between the two States in the field of internal security. It will create a framework for cooperation that the parties will be able to develop according to the capability needs that are identified," explains the text.
