FIFA: "About the Garcia report, we are bound by confidentiality rules" (J. Blatter)

"FIFA has received no request on behalf of Michael Garcia to publish the report [on the bidding procedure for the organisation of World Cups 2018 (Russia) and 2022 (Qatar)]. No executive committee member has asked for this report to be publicised, said Joseph Blatter, president of FIFA (Fédération Internationale de Football Association), after the Executive Committee meeting in Zurich (SUI) on 25 and 26/09/2014.

"We are bound by confidentiality rules that establish that the report must first go to the adjudicatory chamber. Hans-Joachim Eckert, the president of the adjudicatory chamber, will make a public statement at the beginning of November," added Joseph Blatter.

"It is for the adjudicatory chamber to decide what they will do with the report received from Michael Garcia. The Executive Committee does not have to decide if the confidentiality, which was guaranteed by 75 witnesses, should be lifted. It would be against the Code of Ethics," said Marco Villiger, the director of legal affairs for the international body.
