"Publishing the report in full would actually put the FIFA (Federation Internationale de Football Association) and FIFA itself in a very difficult situation legally," said Hans-Joachim Eckert, chairman of the adjudicatory chamber of the FIFA Ethics Committee, on 17/10/2014, regarding the investigation report on the bidding process to host the World Cups in 2018 and 2022.

This report was produced by the investigatory chamber of the ethics committee of FIFA under the leadership of its president, the American Michael J. Garcia. "What is more, we have to respect the personal rights of the people mentioned in the report, which in the case of full publication of the report would in all likelihood not be possible," added the German Hans-Joachim Eckert on FIFA.com, the website of FIFA.
