"Supporting the clubs in a gradual process of reorganisation of Italian football from an economic and financial perspective" is the aim of the Federal Council of the Italian Football Federation (FIGC), which unanimously adopted a "national licence" system for access to the 2023-24 professional leagues on 31/10/2022.

This new system "is aimed at streamlining and harmonising federal regulations on the control of professional football clubs, in line with UEFA regulations, by strengthening the intermediate control system."

As a result, for the 2023-24 season, the market liquidity index is set at a minimum of 0.6 for Serie A TIM and 0.7 for Serie BKT and Serie C. This index (the ratio between available assets and current liabilities) reflects a company's ability to meet its financial obligations within 12 months. For example, a 0.6 index means that a club's available cash equals 60% of its short-term debt.

For the 2024-25 transfer windows, the minimum liquidity index requirement will be 0.7 for all three professional leagues and then 0.8 for the following season (2025-26).
