"I have said constantly and consistently that the FIFA World Cup should be protected for what it represents for the game and for the football community at large, and that as a consequence, we needed and still need to know what happened before and after the December 2010 vote," said Jerome Champagne, a candidate for the presidency of FIFA (the elections scheduled for 29/05/2015), on 13/11/2014, after the declaration of Hans-Joachim Eckert, chairman of the Adjudicary Chamber of the FIFA Ethics Committee, concerning the report on the conditions for awarding the 2018 World Cup in Russia and the 2022 edition in Qatar.

“Today’s (13/11/2014) decision by the Chairman of the Adjudicatory Chamber contains numerous incomplete and erroneous representations of the facts and conclusions detailed in (my) report. I intend to appeal this decision to the FIFA Appeal Committee,” said Michael J. Garcia, chairman of the Investigatory Chamber of the FIFA Ethics Committee, and author of the inquiry report into the bidding process for the 2018 and 2022 World Cups.
