FIFA Appeal Committee concludes that the appeal of Michael Garcia "is not admissible"

"The FIFA Appeal Committee, chaired by Larry Mussenden, has concluded that the appeal lodged by the chairman of the Investigatory Chamber, Michael J. Garcia, against the statement of the chairman of the Adjudicatory Chamber of the independent Ethics Committee, Hans-Joachim Eckert, is not admissible," announced FIFA (Fédération Internationale de Football Association), on 16/12/2014.

Hans-Joachim Eckert stated that "the Investigatory Chamber of the FIFA Ethics Committee did not find any violations or breaches of the relevant rules and regulations for the 2018 (Russia) and 2022 (Qatar) World Cups," on 13/11/2014. Michael Garcia, author of the inquiry on the bidding procedures for the organisation of these two World Cups, announced plans to appeal the decision to the Appeals Committee of FIFA, saying that Hans-Joachim Eckert’s summary contained "numerous incomplete and erroneous representations of the facts and conclusions detailed in (my) report," on 13/11/2014.
