The FIFA (Fédération Internationale de Football Association) Executive Committee unanimously agreed to ask the Adjudicatory Chamber of the independent Ethics Committee to publish the report in an appropriate form once the ongoing procedures against individuals are concluded," stated Joseph Blatter, president of FIFA, after the Executive Committee meeting in Marrakech (MAR) on 19/12/2014.

Michael J. Garcia, chairman of the Investigatory Chamber of the FIFA Ethics Committee and author of the inquiry on the conditions for awarding the 2018 World Cup to Russia and the 2022 to Qatar, announced his resignation on 17/12/2014.

"It is clear that while a summary of the report was issued, the publication of this report has become a barrier to rebuilding public confidence and trust in FIFA. Part of this is due to the fact that we have been deliberate in the way that we have moved through the process," added Joseph Blatter in a statement issued on 19/12/2014.
