"When the match presents a risk, I think we must stop the movement of fans. It's essential to have time to return to a situation of less violence. It's just not possible for the law enforcement agencies to be so overstretched, for property to be destroyed, for buses to be pelted with stones, for people to be injured, and now for a death.
