"The Assembly recommends that FIFA (Fédération Internationale de Football Association) speedily open a new procedure for the award of the 2022 World Cup," said the Committee on Culture, Science, Education and Media of the Parliamentary Assembly of the Council of Europe, in a report on the reform of football governance, prepared by the British MP Michael Connarty and published on 27/01/2015.

The decision by FIFA on 02/12/2010 to award the organisation of the 2022 World Cup to Qatar was so "radically flawed" due to illegal payments that FIFA should conduct a new vote with a more transparent process, says the report (the findings of which are published below), that will be discussed at the April plenary session (20 to 24/04/2015) to which the FIFA president, Joseph Blatter, will be invited.
