Premier League: financial controls including spending limits for clubs to be trialled in 2024-25

Premier League clubs have approved the trial of an alternative financial control system including a spending cap in 2024-25, according to the English League following its annual general meeting on 06/06/2024.

The new system, which will maintain the existing Profitability and Sustainability Rules (PSR), includes a "non-binding" trial of the Squad Cost Rules (SCR) and Top to Bottom Anchoring Rules (TBA) for the 2024-25 season.

Under the SCR, clubs will not be able to spend more than an amount equal to 85% of their total revenue on the composition of their squad, while the TBA consists of a limit on the difference (ranging from 1 to 5 according to British media) between the lowest wage bill in the league and the highest. This is a preventive measure designed to protect the competitive balance of the Premier League, according to British press reports.
