FIFA: "Global Discussion Forum" open until 15/11 to amend Article 17 of the RSTJ

FIFA has launched a "Global Discussion Forum" consisting of a platform open until 15/11/2024 on which all stakeholders are invited to make proposals regarding Article 17 of the Regulations on the Status and Transfer of Players, announced the international body on 18/10/2024.

This initiative comes four days after FIFA indicated that it wanted to initiate a dialogue with "key stakeholders" to discuss the transfer system and the adaptation of Article 17 of the RSTJ. The Global Discussion Forum is the consequence of the decision handed down by the Court of Justice of the European Union on 04/10/2024. According to the ruling by the CJEU, which was referred by the Mons Court of Appeal (BEL) for a preliminary ruling in proceedings between former French international Lassana Diarra and FIFA, certain rules contained in the RSTJ, in particular those concerning breach and "termination of contract without just cause" under Article 17, impede the free movement of players, restrict competition between clubs and are therefore contrary to EU law.
