"Without the variety and competition that comes from relegation and promotion, football would quickly become sterile," saidRick Parry, chairman of the EFL to The Guardian on 12/11/2024, criticising the Premier League for not taking enough account of the English football pyramid.

The EFL, which covers the second, third and fourth tiers of English men's football, is in favour of stricter financial regulations, but on condition that they are accompanied by greater financial redistribution on the part of the Premier League, "a goal not achieved despite years of negotiation and government pressure," according to The Guardian.

The EFL chairman's comments come as the legislation to create an independent football regulator (the Football Governance Bill) received its second reading in the House of Lords from 13/11/2024.
