United Kingdom: the House of Commons very critical on the governance and funding of the BBC

The Culture, Media and Sport Committee of the British House of Commons said that "when an organisation (the BBC) is in receipt of nearly £4bn of public money, very big questions have to be asked about how that money is provided and spent, and how that organisation is governed and made accountable," in its report on the future of British public broadcasting group, published on 26/02/2015.

The report considers in particular that "the BBC Trust has failed to meet expectations and should be abolished. It remains far too close to the BBC and blurs accountability of the BBC rather than it being a sharp and effective overseer of the BBC's performance as a public service institution."

Parliamentarians see "no long-term future in the Licence Fee (subsidies to the BBC) and sees merit in the creation of a tax on circulation" in the short term encouraging the fee to include "catch-up TV" (on-demand). The report also mentions the possibility, in the future, of open up some channels, BBC programmes and services to a subscription system.
