Stade de France: the Vinci-Bouygues consortium's appeal rejected by the Council of State

The French Council of State rejected on 17/04/2025 the appeal lodged by the Vinci-Bouygues consortium challenging the State's decision to enter into exclusive negotiations with the GL events group for the award of the management contract for the Stade de France (Saint-Denis, Seine-Saint-Denis, FRA).

The Council of State, hearing this case on behalf of the consortium (Vinci, 67% - Bouygues, 33%), which has held the concession for the Stade de France since 1995, has upheld the decision of the Montreuil administrative court, which on 06/02/2025 rejected the consortium's initial request to cancel the award procedure launched in 2023.

The Council of State has therefore followed the recommendations of the public rapporteur, who at the hearing on 09/04/2025 ruled in favour of dismissing the appeal by the Vinci-Bouygues consortium, which has also been ordered to pay €3,500 to the French State and GL events.

This procedure is linked to the 30-year renewal of the concession agreement for the Stade de France, with the current contract due to expire on 04/08/2025. The French government, which…
