England/Transfers: Chelsea charged by The FA for 74 breaches of regulations between 2009 & 2022

"The Football Association has today charged Chelsea FC (Premier League) with breaches of Regulations J1 and C2 of The FA Football Agents Regulations, Regulations A2 and A3 of The FA Regulations on Working with Intermediaries, and Regulations A1 and B3 of The FA Third Party Investment in Players Regulations," announced The FA on 11/09/2025.

A total of 74 charges have been brought against the London club for events that took place between 2009 and 2022 "and primarily events which occurred between the 2010-11 to 2015-16 playing seasons," said The FA. According to the British press, this includes the transfers of Eden Hazard (BEL, from LOSC Lille in the summer of 2012), Samuel Eto'o (CAM, from Anji Makhatchkala in the summer of 2013) and Willian (BRA, also from Anji Makhatchkala in the summer of 2013).

This sanction follows the discovery, by a consortium led by the American Todd Boehly, during the process of buying the club (finalised on 30/05/2022), of "potentially incomplete financial reporting concerning historical transactions and other potential breaches of FA rules" by Chelsea's…
