United Kingdom: David Kogan appointed Independent Football Regulator chair until May 2030

The UK government, through the Department for Culture, Media and Sport (DCMS), has confirmed that David Kogan has been appointed chair of the new Independent Football Regulator created by the "Football Governance Act" for a five-year term running until 19/05/2030, on 06/10/2025.

The candidacy of David Kogan, who has close ties with Labour, of which he is a donor, had been proposed by the government of Keir Starmer (Prime Minister, Labour Party) as early as 25/04/2025, almost three months before the Football Governance Act was enacted (on 21/07/2025).

"David Kogan OBE has held senior positions in the television and sports industries during a 45 year career as a media executive, business leader and corporate advisor. He negotiated a succession of multi-billion pound TV rights deals on behalf of major sporting bodies, including the Premier League and the English Football League (EFL). He has also advised UEFA, The Scottish Premier League, Six Nations, Premier Rugby and the NFL.
