Piracy/Italy: overall damage of €2.3bn to the national economy (FAPAV/Ipsos Doxa study)

The overall damage to the Italian national economy caused by the illegal broadcast of content is estimated at €2.3bn in lost revenue, resulting in a GDP loss of €902m, according to a study by FAPAV and Ipsos Doxa presented during the National Conference on the Fight Against Piracy held at the Palazzo Wedekind in Roma (ITA), on 23 June 2026.

Among the key figures from this study:
• €408m in lost tax revenue attributable to piracy;
• 11,100 jobs lost or employment opportunities missed;
• 37% of Italians consumed content illegally in 2025, i.e. approximately 20 million people;
• 71% of adults are aware of the anti-piracy law, and 62% consider it effective.

The law aimed at combating the pirate broadcasting, particularly of sporting events, has been in force in Italy since 08 August 2023. The Piracy Shield platform was subsequently launched in Italy by AGCOM on 01 February 2024, allowing the blocking of websites illegally broadcasting content, including live sporting events, within 30 minutes of being reported.
