Brazil: sports betting operations and gambling advertising banned with immediate effect

Luiz Inácio Lula da Silva, President of Brazil, signed on 25 September 2026 a provisional measure banning the operation, offering and advertising of fixed-odds betting (sports betting and online casinos) in Brazil. Clubs have until 5 October 2026 to remove operators' logos from their shirts and stadiums.

The measure takes effect immediately and requires confirmation by Congress within 120 days, failing which it will lapse. Betting deposits and new advertising campaigns have been banned since 25 September, with websites and apps scheduled to close on 6 October (following a period allowing players to withdraw their balances). The measure comes nine days before the first round of the presidential election, on 4 October 2026, and aims to tackle addiction and household over-indebtedness.
