"We regret that UEFA has opted not to voluntarily execute the decision of the court. At this stage, what this court has decided is 'the law'. One would have expected a little more fair play," stated Jean-Louis Dupont (photo) and Martin Hissel in a joint statement on 29/06/2015, regarding the decision of UEFA, on 23/06/2015, to appeal the judgment of the Court of First Instance in Brussels (BEL), whose preliminary ruling was to "ban UEFA from activating the second phase of the implementation of Financial Fair Play".

The decision of the Brussels court meant that such clubs could still have a deficit of €45m (first phase of FFP), instead of the €30m provided in the second phase. "Since an appeal automatically suspends the ruling of the lower court, it means that UEFA can proceed with the next phase of implementation of FFP," stated UEFA on 23/06/2015.
