"Mr Blatter wrote me a letter on 23/07/2015 informing me that it would be inappropriate to seek another eight-year term, as he was retiring from his position at FIFA in seven months when a new (FIFA) president will be selected on 26/02/2015," said Thomas Bach, the president of the IOC at the 128th plenary meeting of the IOC held in Kuala Lumpur from 31/07/2015 to 03/08/2015.

Blatter was an ex officio member of the IOC since 1999 as FIFA president, a position he has held since 08/06/1998. Joseph Blatter stated, on 20/07/2015, that he would not stand for the presidency of FIFA during the extraordinary Congress held on 26/02/2016 to designate the new president of the international federation.

Elected for a fifth term (2015-2019) on 29/05/2015, Blatter announced on 02/06/2015 that he would "lay down my mandate" after the crisis resulting from the arrest of seven leaders in football (including two FIFA vice-presidents) on 27/05/2015 in Zurich (SUI), for their extradition to the United States.
