Persons subject to an integrity check from the FIFA Ethics Committee (or the Audit & Compliance Committee) -- especially the candidates for the presidency -- must complete a declaration of integrity, according to the Organisation Regulations of the international federation.

"The declaration of integrity is the basis for the integrity check", states Annex 1 of the FIFA Organisation Regulations.

"Upon receipt of the proposed candidature, the Ad-hoc Electoral Committee shall forward the proposed candidatures to the investigatory chamber of the Ethics Committee to carry out the integrity check," says Article 15 of the FIFA Electoral Regulations for the presidency of the International Federation (see below). "The investigatory chamber will collect all relevant facts about the candidate, but it will not decide on the question of whether or not a candidate is eligible," said FIFA, on 20/10/2015.
