FIFA: "The future president will have a crucial role" in the reform process (Domenico Scala)

"The package is good step forward even if it doesn't address everything. But systems, processes, governance, compliance programmes, while they need to be done, can only be done with a culture change. That requires a change in behaviour by people in leading positions and the future president will have a critical role in this regard," said Domenico Scala, chairman of the FIFA Audit & Compliance Committee, on 04/12/2015.

The FIFA Executive Committee approved the Reform Committee's report on 03/12/2015. The report, which will be submitted to the FIFA Congress on 26/02/2016, notably recommends the creation, in the place of the Executive Committee, of a "Council" comprising 36 members (including at least six women) with a president who will be the "Ambassador" of FIFA. The secretary general will be responsible for the daily implementation of policies defined by the Council. There will also be a provision limiting the number of terms (three consecutive or non-consecutive terms of a maximum of four years) of the president and Council members.
