Sheikh Salman bin Ebrahim Al Khalifa, a candidate for the FIFA presidency, has proposed to divide FIFA into two separate entities, one (Football FIFA) to manage the sport and competitions organised by the International Federation, the other (Business FIFA) dealing with commercial and financial activities. This is one of the measures proposed by Sheikh Salman in his election manifesto for the presidency of the International Federation, entitled "World football redefined, restructured, revitalised" and published on his campaign website on 30/12/2015.

"Only by strictly separating the generation of funds and supervising the flow of all monies spent can we guarantee the rebirth of a new FIFA that is accountable and is a good corporate citizen that deserves everybody’s respect. FIFA must be restructured top-down in order to remedy its present ills. Nothing short of a complete organisational overhaul and the introduction of stringent control mechanisms will allow us to re-launch FIFA in its entirety," said Sheikh Salman in his manifesto.
