"The abolition of the transfer system for players still under contract would be very dangerous for the economy of football," Jean-Pierre Louvel, president of the UCPF (Union of Professional Football Clubs) since 2008 told NTF on the 28/05/2013.

"If transfers disappear, clubs will see their deficits to rise and will no longer have the means to maintain their current wage budget. Ultimately, everyone will lose: clubs and players," added Louvel, who also serves as president of Le Havre AC (Ligue 2) and vice-president of the LFP (Professional Football League).

According to Louvel, the 2013 summer transfer window "will once again be a complicated period. You have to sell before you buy." He also condemns AS Monaco's international transfer policy, "The tax system in the principality, which is more favourable than the one in France, is working to their advantage. Its a deliberate choice made by AS Monaco, and one that creates serious inequality."
