UEFA's (Union of European Football Associations) CFCB (Club Financial Control Body), following a meeting of its adjudicatory chamber, decided not to admit Greek clubs PAS Giannina FC and Panathinaikos FC to the 2013/14 UEFA Europa League, UEFA announced on the 27/06/2013. This decision was made due to non-fulfilment of financial criteria

PAS Giannina FC, were originally entitled to enter the 2013/14 UEFA Europa League on sporting merit. Panathinaikos FC, the next best-placed club, would be first considered to replace PAS Giannina FC, but they too were disqualified for the same reasons: "The licence awarded to both clubs by the national association to participate in the UEFA club competitions was not issued in accordance with the UEFA Club Licensing and Financial Fair Play Regulations," said the CFCB.

Panathinaikos have appealed to the CAS (Court of Arbitration for Sport).
