UEFA: if there is "a tie in the third ballot, election shall be determined by the drawing of lots"

"A person shall be elected in the first ballot if supported by an absolute majority (i.e. more than half) of the valid votes cast. If no election is made, there shall be a second ballot, in which the person supported by a simple majority (i.e. most votes) shall be elected. In the event of a tie in the third ballot, election shall be determined by the drawing of lots," reads Article 19 - Elections (paragraph 1) of the FIFA statutes.

"The election will take place at the 12th Extraordinary UEFA Congress on Wednesday, 14/09/2016 in Athens (GRE)," said UEFA. There are the 55 member federations within UEFA who will elect the president, each having one vote. The elected candidate will preside until the next Ordinary UEFA Congress, scheduled for the first half of 2019 (year before the next Euro tournament). "Elections shall be by secret ballot. If the number of candidates is equal to the number of vacant positions, the Congress may decide to proceed otherwise," reads Article 19 (paragraph 2) of the UEFA Statutes.
